Set the Primary CN

This document describes the process to be followed when changing the primary Coordinating Node.

It is important that the primary CN remain fully operational so that Member Nodes and clients interacting with the DataONE infrastructure are minimally impacted by maintenance and other activities that need to be performed on the primary CN. When it becomes necessary to stop services requierd for normal CN operation, it is necessary to switch the Primary CN to one of the alternates.
